Robert J. Menendez, the son of Senator Bob Menendez, is the heavy favorite in a three-way primary against David Ocampo Grajales, a 25-year-old who graduated from New York University in 2019, and Ane Roseborough-Eberhard, a history teacher. Even before Representative Albio Sires confirmed he would not run for re-election, a powerful coalition of Democratic Party leaders had coalesced support behind Mr. Menendez.
