Representative Kurt Schrader, the Democratic incumbent, is facing a primary challenge from Jamie McLeod-Skinner, a progressive who has hit Mr. Schrader for voting against key pieces of the Democratic leadership’s policy agenda. President Biden is backing Mr. Schrader, but several of the county parties in the district are putting their weight behind Ms. McLeod-Skinner.
