There is a rematch in the Democratic primary between Representative Henry Cuellar, who is among the highest-ranking and most conservative Democrats in Congress, and Jessica Cisneros, an attorney running to his left. A federal investigation that included a search of Mr. Cuellar’s home in January drew heightened attention to the race.
