In this southeastern district, which includes Virginia Beach and the naval base at Norfolk, two Navy veterans were locked in a tight race. But Elaine Luria, a Democrat and one of a number of female Naval Academy graduates who ran for office for the first time this year, was able to successfully defeat the Republican incumbent, Scott Taylor.
Mr. Taylor’s re-election bid was shaken by allegations that his campaign tried to help an independent candidate get on the ballot, and potentially siphon off votes from Ms. Luria, by using the names of dead residents or voters outside of the district on a petition. A special prosecutor was appointed.
