The two-term Republican incumbent, Tom MacArthur, won re-election in 2016 by 20 percentage points, in a central New Jersey district that favored President Trump by just six points. But polls show a tight contest this year between Mr. MacArthur and the Democratic challenger, Andy Kim, a former national security official in the Obama administration.
