This seat fell open when the Democratic incumbent, Representative Ruben Kihuen, decided not to seek re-election after two women accused him of sexual harassment. The two candidates now vying for the seat have each held it before, for a single term apiece: Steven Horsford, a Democrat and former state senator, represented the district from 2013 to 2015, and Cresent Hardy, a Republican and former state representative, from 2015 to 2017. Mr. Horsford is thought to have the advantage this time around, although the White House has been sending prominent figures including Vice President Pence to campaign on Mr. Hardy’s behalf in an attempt to energize the Republican base.
